We could read plenty of Paul's other writings about the law to clearly show he meant nothing of that sort. Here, I just want to point out that the subtitle reads "Not Legalism but Christ" when this portion of the chapter isn't about God's law or legalism. In Hebrews he is explaining to Jewish brethren in the early Church that they need to pay their tithes to the Church's ministry, who are now here in Christ's stead, rather than continuing to pay their tithes to the Levitical priesthood. The word "being" is translated from the Hebrew word "nephesh" which implies air breathing fleshly creature.
